I had a bit of luck recently; an article in a Family History magazine put me onto the Friends of Devon Archives website., where I came across a reference to a Will for William Pengilly of Clovelly, dated 1819. A photocopy was available from North Devon Archives for only £1-20 plus 50p p&p, and it arrived within a few days.
